Aloha Rama. Welcome to the group. I am grateful that you will be lending your expertise
in developing human capacities to this question of how to interact with extraterrestrials.
I believe that the human consciousness factor has been underestimated as a strategic
factor in dealing with extraterrestrials by the controllers of the ET presence. As we on
the 'outside' better appreciate how consciousness prepares us for contact, the secret
controllers will understand their strategic failure, and reassess their plans. I think
this is a strategic imperative rather than solely a moral or constitutional issue.

Wu wei!!! I appreciate YOUR welcome message to the utmost.
There is no doubt in my thinking in agreement with YOU, and others of a like awareness, that "...the human consciousness factor has been underestimated...", to say the least about the matter. The facts are irrefutable, documented throughout history, with the ultimate 'proof in the pudding' in terms of the current state of how individuals of this human species, generally, relate with such low esteem to the essence of themselves, others and the elements of our natural environment.
The "controllers of the ET presence" have, actually, done a piss poor job of controlling the information about the fact of the ET presence, considering the fact that most people know as much about those facts as any individual cares to know. The malevolent ET's in cahoots with the malevolent elite human cabal has only been able to maintain dominance over and control of this human population with the consciousness tools of 'fear', the perpetuation of lies, deception, distortions, psychological/consciousness torture, and human body torture and murder. None of those methods has ever been completely successful.
In regards to the legitimate and important question that many are asking, about which ET's can we trust for our own best interest(?), we need simply understand that just like in too many of our immediate family relationships, there are the "bad" ones" and the good" ones. The way of knowing which is which is the same that we use for knowing which immediate family member is a "good" one or a "bad" one - are they with you or against you(?), determined by what they have done and continue to do to help, rather than anything they say. The main point is, as expressed by a Hopi Elder, "We are the ones we've been waiting for." Sooo, the most important part is to "Know thyself" and one can then trust one's own inner knowing/intuition, judgment, determinations, decisions, actions, and so on.
And, we need not concern ourselves with forgiving the malevolent one's because they "Know not what they're doing.". They know actually what they have been and continue doing, except for the most important part, which is that the truth can only be repressed for a finite period of 'time', but truth can not be ultimately defeated, and can not
surrender any more than the Sun could have changed to revolve around the Earth for the 300 plus years that the oldest organization on this Earth, which also happens to be the largest religious membership organization, claiming to be the most knowledgeable, and inerrant in their claimed knowledge, which gave them the right and authority, in their interpretation, from "GOD", to torture and murder anyone who espoused the TRUTH, for 2000 years.
The malevolent one's know what they're doing, and so do we benevolent one's. What they doubt and therefore do not know is that their time of dominance based on lies, distortions, deception, torture and murder of human forms is within a few years of being over, one way or another.
I was writing the manuscript for
the COSMIC CONSCIOUSNESS: Do-It-Yourself Manual - with a different title - when I read your Research Study #7 Published January 1, 2004 paper, in which you wrote about the need for "grass roots human capacity building", which significantly influenced my resolve and focus on the practical consciousness raising basics. Consequentially, the subtitle for COSMIC CONSCIOUSNESS: Do-It-Yourself Manual "A Grass Roots Do-It-Yourself Manual for Developing Individual and Human Species Capacity for A Better Quality of Life and a Viable Global Vision" was derived from the title of your Study #7 paper."The Failure of Power Politics as a Strategic Response to the Extraterrestrial Presence – Developing Human Capacity as a Viable Global Defense Strategy"

Aloha Rama, the links did work for me so it may just be a matter of Gavin entering the complete URL or some software problem. I did manage to do a skim read of the first half of your "Do It Yourself manual" to developing human capacities (sorry, I can't do more at this point due to other commitments). As you point out, developing human capacities across the spectrum is what I've emphasized in some of my own articles and I'm glad we agree this is the key to preparing for contact with ETs. The more research I do on the various contactee/whistleblower reports on ETs, the more apparent it becomes that ETs are very complex and difficult to understand in terms of their true agendas.
I believe that their moral motivations span the spectrum so this confirms the Hermetic maxim of 'As above, so below". Basically, we need to approach the whole ET phenomenon like a young mid-Western High School graduate about to go for the first time to visit and live in New York City. The New Yorkers will be a mixed bag of goodies and the young graduate will have to rely on his/her intuition, common sense, etc., in making it.
This is the thing which gets scary and I believe is ultimately why many deny this whole ET phenomenon. There are no short cuts! Each and every one of us will have to do the same thing. Regardless of whether we are long term researchers, contactees or past sceptics suddenly confronted with the truth. We all have to rely on our innate abilities to discern the tricksters from the sincere ETs, the predator ETs from the friendly helpers, etc.
Your book is very refreshing and demonstrates your own 'hero's journey' to developing your potentials and dealing with host of life challenges. At the end, you emphasise the innate capacity of the human spirit to deal with any problems and have the optimism that we can deal with the challenges ahead. You give yourself as an example of one who has made this hero's journey demonstrating that it can be done despite the set backs along the way. Since one of these challenges involves preparing for open contact with ET races, then I think your book will be very helpful for those eager to develop their innate capacities to preparing for ET contact.

Thank YOU, beyond words!!! I AM most elated by your appreciation for my endeavor, as well as your thoughtfulness, attunement, courage, honesty, commitment, competency and spirit.
I consider your recognition of the fact that YOU and I have the same priority "...developing human capacities across the spectrum is what I've emphasized in some of my own articles and I'm glad we agree this is the key to preparing for contact with ETs." as an honor of the highest order. And, I absolutely agree with ever word that you wrote and thought that you expressed. As far as the hero part, "It takes one to know one.":-)
Those of the malevolent persuasion know what they're doing and, although not completely successful, they have done an outstanding job at having it there way, up to now. I received a message walking across the golf course at Bethesda Naval Hospital where I was stationed from 1962 to '64. That message was "Take the best from the worst.". The malevolent one's know what they're doing, and so do we.
